APPLICANT REQUESTS THAT:

1.  He be awarded the Combat Readiness Medal (CRM).

2.  His two previously awarded Air Medals (AMs) be added to his 
record.  (Administratively Corrected)

APPLICANT CONTENDS THAT:

He should be awarded the CRM for his service with the 6990th 
Electronic Security Group (ESG).  

In support of his appeal, the applicant provides copies of three 
AMs citations.

The applicant’s complete submission, with attachments, is at 
Exhibit A.

STATEMENT OF FACTS:

On 23 Feb 79, the applicant enlisted in the Regular Air Force.  

The applicant’s Airman Performance Reports reflect that he 
served with the 6990th ESG from on or about, 23 Feb 79 – 30 Jun 
82.

On 10 Feb 83, the applicant was honorably released from active 
duty and transferred to the Air Force Reserve.  He was credited 
with 3 years, 11 months, and 26 days of active duty service.

THE AIR FORCE EVALUATION:

AFPC/DPSID recommends denial of the applicant's request for the 
CRM.  DPSID was unable to verify award of the CRM.  They did not 
find any official documentation in the applicant's record to 
verify he served in a combat ready position for 24 months and 
was awarded or recommended for the CRM by his assigned base.  
The applicant's assigned base/Major Command (MAJCOM) is 
responsible for verification of assigned members being 
considered combat ready.

The CRM is awarded for periods of qualifying service in combat 
or mission ready status for direct weapons systems employment. 
For the purpose of this award direct weapons system employment 
is defined as:  An aircrew whose wartime mission places them 
into enemy territory or in the threat envelope of ground enemy 
defenses; a missile operation which could employ weapons to 
destroy enemy targets; individuals who directly control in-
flight manned aircraft whose wartime mission is to seek and 
destroy enemy targets.  Additionally, an individual must meet 
all of the following criteria:  be a member of a unit subject to 
combat readiness reporting under the Joint Chief of Staff (JCS) 
publication 6, volume V MAJCOMs, Direct Reporting Units (DRUs), 
and Field Operations Agencies (FOAs) designate qualifying duty 
positions and units; complete basic and initial training and be 
formally certified as combat or mission ready in performing the 
command or unit operational mission.  The individual must be 
subject to a continuous individual positional evaluation 
program; have completed 24 months of sustained combat or mission 
readiness with no more than a 120-calendar day break.

APPLICANT'S REVIEW OF THE AIR FORCE EVALUATION:

He was stationed with the 6990th ESG as an Airborne Electronic 
Technician on RC-135's.  This was a Combat Crew rated position.  
He was on flying status from Oct 80 until Feb 83, a total of 
28 months.  The CRM requires a total of 24 months to receive the 
award.  This information should provide the justification he 
needs to support his claim.

In further support of his appeal, the applicant provides several 
certificates of training; award elements and various other 
documents associated with his request.

Exhibit E.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by 
existing law or regulations.

2.  The application was not timely filed; however, it is in the 
interest of justice to excuse the failure to timely file.

3.  Insufficient relevant evidence has been presented to 
demonstrate the existence of error or injustice in respect to 
the applicant’s entitlement to the CRM.  While the applicant’s 
assertions and certificates of training are noted, we do not 
find the evidence provided sufficient to recommend award of the 
CRM.  Therefore, we agree with the opinion and recommendation of 
the Air Force office of primary responsibility and adopt the 
expressed rationale as the basis for our conclusion that relief 
beyond that which will be corrected administratively is not 
warranted.  In the absence of evidence to the contrary, we find 
no basis to favorably consider this application.

THE BOARD DETERMINES THAT:

The applicant be notified the evidence presented did not 
demonstrate the existence of material error or injustice; the 
application was denied without a personal appearance; and the 
application will only be reconsidered upon the submission of 
newly discovered relevant evidence not considered with this 
application.
